Does anyone know how the tone of the phat cats compare w/ the p90s that SD makes for the PRS Cu22 soapbar and McCarty soapbars?

The Standard production Phat Cats are going to be a it different from the Mc Soapy's regular pickups. The neck versions will be very similar, but the bridge PC will be thinner and lower output than what PRS uses in the bridge (Duncan P-90 Custom NECK in the Mc Soapy's bridge slot). That being said, I'm sure the SD Custom shop can wind you a set of PC's that will match the pickups in the PRS.
Yep, PRS uses P-90s.
The Phat Cats are SD P-90s in a humbucker size. While the tone might not be dead nuts the same between the SD P-90s and the Phat Cats, it's gonna be darn close. Many folks won't be able to tell the difference.
I'm not sure what the output is on the bridge PC, but compared to the 8.5k bridge P-90 in my Reverend, the Reverend sounds louder, and has a more PAF-ish type grind.
My PC in the bridge measured around 9k if I recall correctly. Keep in mind that the PC's are alnico II, so they might nor sound as punchy as regular P-90's to some folks.
