We're leasing a property and the terms of our lease state that we will pay
$100/month plus 3% of sales in EXCESS of $30,000/per month.
So, if our sales were $40,000 for the month, we'd only pay 3% on $10,000.

Try something like this:
For sales amount in A1
B1: =100 MAX(A1-30000,0)*3%Does that help?
