These strings are 11 - 53 and usually I don't tune down past D standard. Yet if I was tune down to C# or even possibly C standard do you think these would not flop or would I be better going to a 12 - 54 gauge?
I tune to C# i have not tried those, but I find 11 guage D'addarios(the brand i use) WAY to slack. So i use D'addario 12's There my favorite so far. I have tried GHS, and Ernie balls too.
the 11 might be borderline flabby in C. It should be fine in C#.
No idea about the GHS drop tuning strings but for c# and c standard i use 13-65 Everly X-Rockers. Tight even if you're playing in B and they deliver great tone. 11-53 imo is very loose in everything lower than D standard but that may be because I'm used to 11-52s in standard tuning

Yeah same here, I use 11's in standards, and I find them far to loose for C#
