to filter the records so that only numbers with 2 digits appear. To do
this i go filter, custom, equals ??. And it does not show the results!

I cant do that. In reality my dataset is huge. I have lots of product
codes ranging from 2 digit to 6-digit and some of them begin with a
zero which is even more problematic. I just need to filter all of the
2-digit codes.

I don't see why not.
If the data is numeric, then greater than 9 and less than 100 will give
any value between 10 and 99 inclusive, i.e. all 2 digit regardless of
the total size of any numbers.
If the values are text, then equals ?? will produce the desired result.
Your explanation, and sample posted show the latter not to be true, and
in my tests at least, with values extending up to 6 digit numbers, then
what I posted appears to produce the correct results
