From about fret 11 to 17 many of the notes I bend are become dead upon bending, as in when I pluck the note they are fine but when I bend, the notes die immediately. Does this mean I need to adjust the truss rod? If I am looking at my Strat's headstock from this view, then which way do I turn the allen screw, clockwise or counter?

No offense, but you might wait longer than 3 minutes before you bump the thread up. If someone can help they'll chime in .
counterclockwise so your neck gets a lil more hollow. Take it easy though start with 1/8th of a turn. It might be enough.
most guitars are designed to perform best with a slight bow.
From 11 to 17 the truss rod doesn't play as much as it does in the middle.
To check the truss-capo the first fret,(if you don't have a capo use a pencil and a rubber band),then hold down the fret where the neck joins the body,(about the 15th-17th fret)and look in the middle of those two points,(about the 8th or 9th fret).There should be about 1/32quot; of distance between the top of the fret and the bottom of the string.
If there is any more than that you'll need to tighten the truss rod,if there is any less than that then you'll need to loosen the truss rod.
Loosening or tightening a truss rod is like opening or closing a jar,facing the truss nut make a motion with your hand to tighten a jar lid,(that will be the direction to tighten a truss rod),make a motion to open a jar and that will be the direction you turn the nut to loosen the truss rod.
Only turn the rod about 1/4-1/8 of a turn and let it rest for a bit,the neck need some time to respond.
Now your problem could be several things:are your neck bolts tight?measure from the edge of the fretboard at the bottom,(towards the bridge),of the neck at the marker side of the fretboard tio the edge of the low E string,now make a similar measure ment for the high E.The two sides should be even.If not you'll need to slack the strings,loosen the bolts and pull the neck into line then tighten the bolts and retune.
Are your frets kinds flat on the top?if so you'll need to get a crowning done.
Measure the side of the neck on the low E side from the top of the fretboard wood to the top of the body where the neck joins the body,now take the same measurement at the last fret.Do this for the high E side.If the measure ment at the 15th or 17th fret is higher than the last fret then the neck is tilting back,if the measurement is not the same on both sides of the neck then it's sloping into the pocket.Either way the neck will need to be shimmed to true it.
