anywhere with a big selection is probably where you'll find the cheapest. steve's would have the biggest selection i would imagine, and they charge the same prices as anyone else, unless theres some hidden string alliane i dont know about.

Personally, I'd just go to Steves, Songbird Music, or Long and Mcquades and buy your favourite brand by the box. You'll be saving money compared to buying individual packs and they'll last longer than the really cheep stuff.
Hey fellow Torontonians!!! (I used to live there but moved...) Steve's is the god of all stores for me in Toronto, and I think the cheapest strings you'll be able to find are either Ernie Ball, or you could just buy a bunch of singles and make your own custom set for like .95 each or something.
Steves is a good store. It always reminds me of house of guitars, only cleaner.
Songbird music is definately worth checking out, but only because of their used pickup department.
