my high E doesn't ring out at the 3rd fret. I figured out why:when I press high E string lightly down to the 2nd and 4th frets there is a visible gap between the string and the 3rd fret. so that means when I fret it on the 3rd the string touches the 4th. I don't think I can fix it myself.
so here's the question: how does a guitar repaireman fix it? sand all frets around 3rd down to its level or he has some tool to RAISE the 3rd and then polish it?

I would have to have it on my bench to tell you exactly how I would do it! There are a number of ways depending on whats exactly going on! I would have to pin point exactly what the deal is first. Word of advice, dont do it yourself!!! There may be alot of unforseen stuff there your eye may not see plus, fretwork is not for the novice!

do you have a tool that can squeeze a fret from both sides to make it taller?

There's no way to make a fret taller...only shorter. As far as i know.

Could be that the fret popped up, could be that fretwear's gotten to it, could be a number of different things, most of which aren't too easily fixed. I'd say bring it to a repair man, have him diagnose your problem, and go from there.

There is no such tool that I know of!!! Like I said, take it to a qualified luthier/tech to have it looked at!
