Hello,
Does anyone know of a method to insert leading apostrophes for a range of
cells? (The concatenate function doesn't appear to work for this.)
=quot;'quot;amp;A1
should work

You can make concatenate() work for you as follows:
if A1 contains data then =CHAR(39) amp; A1 will insert the leading single quote.
