I changed the macro security level to minimum and saved the file in Excel,
then closed Excel. When Excel reopens, the macro security level is back at
medium. Is it possible the IT department has done this or is there something
else I can do? Thanks.
This setting is kept in the windows registry. So it's very possible that your
IT folks restricted you from changing stuff in the registry.

You should try closing/reopening Excel after you change security level.
Security level is maintained at app level, not workbook.
