I am looking for a clean humbucker. One that has good sensitivity, a nearly flat eq, doesn't distort, and has a strong percussive clean tone.
I am thinking about buying a used jagmaster and I would like a pickup with these qualities for loud clean alternative like Interpol. But most pickups tend to go in the opposite direction. I have listened to the Jazz but it still distorts more than I like.

Sounds more like a single-coil than a Humbucker.
Try the Screamin Demon or the humbucker from hell (DiMarzio)
Cleaner and clearer than the Jazz??? That's a tough order!
The alnico 2 Seth Lover will have less bass than the Jazz...but it won't be quite as bright. Is it the bass of a humbucker that you hear as being distorted?
You might want to look into the Lindy Fralin 7.5K/8.5K set. That's the cleanest set of humbuckers I have tried. They're also alnico 4 humbuckers which I think makes for a tone with strong bass, mids and treble...whereas alnico 2 makes for a pickup with accentuated mids and alnico 5 makes for a pickup with accentuated bass and treble.
Or another suggestion (i almost forgot)

These are two single-Coils in one baseplate, abd if you look at the specs, the EQ is flat, but it doesn't sound like a humbucker.
I have tried the Screamin Demon and the humbucker from hell. Neither are what I am looking for.

My cure in a similar situation has been the phatcat bridge. It ain't that barking (I think due to a2s) and gives great defined tones on the wound strings.

Contact Jon Moore at rhonjon@sympatico.ca I had him wind me a set (I've posted about them before ) of buckers with A3 mags, unbalanced coils, unpotted, 7.75 neck and 8.3 bridge.
Without a doubt, the clearest, cleanest, most articulate humbucker I've ever used. I have them in a custom made, mahogany semi-hollow. The tone is oustanding. Very single coilish in nature with fabulous touch sensitivity. Truly inspiring pickups. They sound beautiful and detailed clean and fat, warm amp; rich with overdrive. No squeal, no noise......what you put in is what you get out.
i was thinking.. A3 is pretty spanky and clean when it's used for single coils.. dosen't bareknuckle offer them? they sound like they have the definition and brightness you're looking for!

I think a P90 might fit your bill, so you might try a pair of Phat Cats...
I am thinking about the Bill Lawrence l-490. It is said to be extremely clean and sonicly somewhere between a p-90, jazzmaster and humbucker. Not as weak and dark as a jazzmaster, nor is it as dark as a humbucker, and not as prone to distortion as a p-90 with high gain. Although it is an odd looking pickup.

Excellent choice! These are wodnerful pickups. If I didn't go with the hand wound buckers, these were my next choice. I've heard somewhere he now has L-495's out. Anyone tried them?

Another vote for Jon Moore -- I've got two of his pickups, a hybrid (6.7 screw coil w/#43 wire 4.5 slug w/#42 wire = 11.2k Alnico 5) in the bridge of an LP and a mismatched (4.3k screw 3.3 slug = 7.6k Alnico 4) 'bucker in the neck of a 355. His neck pickup saved said 355 because I told him if this didn't warm up the neck position of this guitar, I was going to sell it. Let's just say the 355 is stayin'...
He'll make you just about anything you want with any magnet or wire and at a reasonable price.
The thing about his pickups is the midrange -- the only word that can describe it is COMPLETE. There are no notches, no peaks, no holes in the midrange to drive you crazy with tweaking the pickup and the amp EQ with every slight change in the barometric pressure or humidity. It's just...ALL THERE -- and not the least bit muddy, very dynamic, clear and nuanced. In the case of my neck pu, it's like everything good about a Seth neck pu squared.
And my bridge hybrid is like everything good about a CC squared.
If you really want flat EQ and super clean and clear, then it's hard to look past the EMG-60, or in Duncansl, the Live Wire Classic.
I started with EMGs and Live wires, want the clearest tone I could get, to let the AMp and effects do all the tone shaping.
I've since come to like some of the character to come fromt he guitar.
But, as I said, Actives (I think Duncan owns Bartolini now too) will give flat EQ, and pristine clarity. You can also roll off the volume with no change in tone, if you need no distortion.
