My lone star strat has a american standard trem and i already put on locking tuners but am still having probs at the bridge
Not directly TUNING, but they keep the ball end from slipping like a Hangman´s noose, which can cause the string to bind and be nearly unremovable and also cause tuning issues... But IIRC tuning wasn´t the original reason

ive had that problem with a ball end vintage strat trem before, its a huge pain in the ass, i still havent got that string out yet

Push your saddle-allen key in from the top, you may need a few taps with a hammer on top of that to get it loose

get hexagonial (I cant spell) cored strings. Suposidly they prevent slippage.
i think you're talking about wound strings. They make them hexagonal so that the corners 'snag' the windings of the wound strings to prevent them from un-winding. Round cores like DR pure blues get a different sound, but they recommend crimping the ends so they dont slip off.
I'm using Super Bullet 11's on my Strat now. I like them. Granted, I don't use the bar much at all on that guitar, but overall, it stays in tune nicely and the strings don't hang-up.
I used Bullets on some of my guitars 15 years ago. They're decent strings, but I'd suspect that your tuning problems are more likely the result of your strings not being stretched properly when you put them on. Make sure they're stretched out enough to hold a tuning.
I solder the ball end of all my plain strings so that they don't bind in the way Zerb described.
About your tuning, I'd check the nut and string trees. I have a feeling that's where you'll find that particular gremlin.

got the string out now, Zerb's method worked a treat
I never noticed any notable difference on my strat at the time
