What chords are people refering to when they say I II III IV V VI etc. what is the relationship between the chords?thanks,

I think it reffers to the way notes are aling in a mayor scale. If you take the A scale, say:
A, B, C, D, E, F, G, A.
I, II, III, IV, V, VI, VII
Then a tipical blues progresion will be: I-IV-V, (A-D-E)
