I have a slight buzz in the neck position of my SG standard. The Pickups are an EMG 89 neck and 81 bridge. When I touch any of the metal volume or tone nobs the noise goes away. This problem is only in the neck position and it goes away completely when I touch any of the nobs. What could be the problem and how do I fix it? I am thinking it might be either a grounding problem, a bad connection, or a bad wire.

You've got a bad earth connection on the output wire from the neck pickup to the relevant potentiometer casing. This will effectively leave the signal wire unscreened..
Make sure that there is earth continuity between all four pots as well as if you've got a missing link there it can have the same effect as a bad earth joint.
